In Nowe Miasto Lubawskie, young citizens participated in the decision-making process of the following public decisions:

Revitalization of the city market square: at the meeting with Mayor Józef Blank (4 December 2018), the youth councillors were informed about the ongoing process of revitalization of the market square. They also got to know the plans and saw layouts and photos of projects of the planned changes. The Mayor encouraged the YCC to take part in the forthcoming obligatory public consultations concerning the revitalization of the City. During the debate, the young people had the opportunity to talk to the Mayor about the future appearance of the main place of meetings for the youth, i.e. the market square, and scheduled investments in the City.

We have started the process of the youth engagement in the public decision-making on the topics important for the Youth City Council, that is scholarships granted to the young people (rules, amounts, forms) and the rules of using the sports infrastructure in the city, including the services of the Municipal Center of Sport and Recreation offered to the youth.

The first debate between authorities and young people – so-called round table – 18 April 2019

On 18 April 2019, there was a debate between the Youth City Council and the Mayor. This time it was focused only on the topic of student scholarships in Nowe Miasto Lubawskie.

During the debate (the round table), the youth worked together with the City authorities in various thematic groups on the following topics:

  • Which students should be granted the scholarship? Who should decide about scholarship-granting?
  • What form should scholarships take and how often should they be granted?
  • Other criteria of scholarship granting – should it be only for learning achievements?
  • The way and time of scholarship presentation

The participants agreed on the provisions of the regulations concerning granting of scholarships for the learning achievements in Nowe Miasto Lubawskie, while the Mayor declared that in the year 2020, the authorities will reserve 40 000 PLN for scholarships for the students of Nowe Miasto Lubawskie for their learning achievements.

round table – so-called first public hearing – 25 June 2019

On 25 June 2019, at the City Council session, the President of the Youth City Council presented the recap of the debate which took place on April 18 concerning the implementation of scholarship programme for the most gifted students in the school year of 2019-2020.

The meeting was attended by, among others: Mayor Józef Blank and Deputy Mayor Krzysztof Widźgowski, President of the City Council Andrzej Nadolski and the councillors, City Deputy Treasurer Marzena Krzemińska, Chief of the Education, Culture and Sports Department Dorota Osińska, Chief of the Promotion and International Cooperation Department Jerzy Grządzielewski.

The second debate between authorities and young people – so-called round table – 15 November 2019

The topic of the second round table was the role of the young residents in the field of public transportation and the functioning of the City Centre of Culture.

The debate was attended by Mayor of Nowe Miasto Lubawskie Józef Blank, School Principals, Jerzy Resicki, Zbigniew Domżalski, Bożena Rutkowska-Marciniak, the Director of the City Centre of Culture, the Director of the City Library, School Governments, the Curators of the Youth City Council, the Councillors of the Youth City Council of Nowe Miasto Lubawskie.

The debate in groups at so-called topic tables focused around the following issues:

  • What the City Centre of Culture offer for young people should look like so that more of them would visit the common space? How to interest young people in the cultural offer?
  • The space of the City Centre of Culture. How should it be adapted to make young people want to participate in it?
  • The City Centre of Culture promotion. How to promote the activities of the City Centre of Culture in a way that would reach every resident?
  • Cooperation. What the cooperation between the decision-makers/residents/youth and the City Centre of Culture management should look like?

Main conclusions of the works at the topic tables:

  1. The City Centre of Culture is lacking an offer directed to the residents at the age of 12 to 16.
  2. Young people need a safe space to spend time together “without adult supervision”.
  3. The Youth City Council is eager to be engaged in the promotion of the events organized by the City Centre of Culture.
  4. There was an idea to hold regular meetings between the Youth City Council and the management or representatives of the City Centre of Culture.
  5. Collective management of one of the rooms of the City Centre of Culture in consultation with the decision-makers.
  6. Introduction of an offer of classes for young people to the City Centre of Culture, which would cover such unusual topics as e.g. fashion, videos recording and edition or using the latest applications.
  7. Combining a promotional action during which a video about the City Centre of Culture would be made with a workshop on video creating, editing and having a YouTube channel.
  8. Creating mailboxes with ideas for the activities of the City Centre of Culture, which would be placed in every school.
  9. Creating and sharing the space of the City Centre of Culture in which young people could have a meal.
  10. Determination of the next steps and meetings of the youth with the city authorities regarding the functioning of the City Centre of Culture

The young people presented conclusions and recommendations from the round table at the session of the City Council – so-called second public hearing – 9 December 2019.

On 9 December 2019, a councillor of the Youth City Council Maksymilian Rogalski presented the conclusions from the second round table at the session of joint committees of the City Council.

The meeting was attended by, among others: Mayor of Nowe Miasto Lubawskie Józef Blank and his Deputy Damian Artuszewski, President of the City Council Andrzej Nadolski and the councillors, Treasurer Wioletta Chętnicka, Chief of the Education, Culture and Sports Department Dorota Osińska, Chief of the Promotion and International Cooperation Department Jerzy Grządzielewski.

The Youth City Council of Nowe Miasto Lubawskie was established in the Resolution XIX/143/2012 of the City Council of Nowe Miasto Lubawskie of 24 April 2012 concerning the permission to establish a Youth City Council of Nowe Miasto Lubawskie and Statute granting.

During the project implementation, the city authorities asked us to support the execution of the election to the new term of the Youth City Council, so that it was composed of the young people who comprehended the idea of the Youth City Council as well as possible and knew why they stood for a Youth City Council member position. That is why our work between June and October of 2018 focused on supporting the authorities and the Youth City Council Curator as well as on cooperation with the schools which organized the Youth City Council new term election process. On 16 October 2018, at Nowe Miasto Lubawskie schools, the city held an election to the fourth term of the Youth City Council. We worked and created the project together with Mayor Józef Blank, Jerzy Grądzielewski, the Chief of Promotion and International Cooperation Department as well as with Magda Kortes and Paulina Zaleś the curators of the Youth City Council.
